DULUTH, MN (Northern News Now) – A Duluth Police officer with a tumultuous history on the force is now under investigation involving two allegations of sexual assault.
In July, Northern News Now’s Dan Wolfe confirmed that Tyler Leibfried was on administrative leave and under investigation.
According to the Duluth Police Department, Leibfried remains on paid leave.
Wednesday afternoon, Northern News Now confirmed the Minnesota Bureau of Criminal Apprehension (BCA) has wrapped up its investigations into the allegations.
The first alleged incident happened in November, 2024.
A woman told officers she was drinking with Leibfried and some other coworkers at a Duluth bar.
She claims Leibfried continually bought her drinks to the point she was very intoxicated.
The victim says Leibfried ultimately took advantage of her intoxication by having sex with her in his truck. As the BCA investigated, another victim came forward with a similar story.
The BCA performed a lengthy investigation into both alleged incidents and forwarded its findings to St. Louis County Attorney Kim Maki.
After reviewing the investigation, Maki declined to criminally charge Leibfried.
According to court documents, the case does not meet the St. Louis County Attorney’s Office standard for charging for the offenses of criminal sexual conduct in the first or third degree.
The Duluth Police Department tells Northern News Now that they are in the midst of their own investigation into the reports of sexual assault.
“We take allegations against our officers very seriously and investigate each complaint thoroughly,” said Chief Mike Ceynowa.
Leibfried has a long, tumultuous history serving in the Duluth Police Department.
Northern News Now obtained a list of complaints officer Leibfried has faced throughout his time with DPD.
In his nine years on the force, he’s been the center of 20 complaints.
Several have resulted in suspensions and letters of reprimand.
